At least someone was trying to give them a chance at finding a good home. Better than abadoning the wild. This is why it is so important to spay/nueter your own pet dogs and avoid the problem of unplanned puppies. No problem with unplanned puppies, they did not ask to come into the world when they did and are to be cared for. However, nuetered dogs are healhier dogs without puppies being abandoned.
