The opt out is a trick. No governor is going to opt out if his state's tax money is paying for the public option. Now, despite what is being said, if you have "insurance" of people who are not in the same risk pool subsidy is required (somebody has to pay for the increased care). Now, this subsidy must come from tax money. So, you'\re going to be paying for part of the public option even if you don't get it.
