It's not just percentage, it's score. Some songs can be golded at like 95%, some 99% some are hard to gold star even if you FC. Also you have to be on expert

Gold stars have nothing to do with percentage, they're based solely on score. To gold star a song you need slightly above 1.5 (think it's 1.52 or something, not sure) times the score needed for 5 stars.
