This game is Animal Crossing: Population growing which came out in 2002. I grew up playing this game and i still love it even though im way too old for it now... but I still love it.

In the City Folk/Let's go to the City,all you have to do is find his lamp which is around town.And Wisp is always near a source of water.Best of all,you can save your wish and go time traveling then make him pull weeds! But catching spirits is more fun :((

it was first released in japan on the n64 in 2001. but since of the lower n64 games bought in north america they made it for the gamecube but then they put so much extra stuff that the north american version was made into ac plus in japan
