the teaching concerning tongues have been understood for centuries, even the early church writers had a clear understanding. after 1901 this teaching started to change thus resulting in the splits and arguments we see today. yes the scripture is clear if you know how to rightfully divide the word. Christ and the Apostles spoke about many false teachers that will lead many astray.
There is no "thorough section" on tongues in the Bible. I applaud you for being aware of a reference to it, but the depth and breadth of the subject is not ever covered in any "section" of the Book. That is true with most concepts in the Bible. Unfortunately, narrow focus, and narrow teaching cites small references as the complete dissertation on a subject. That is why there is so much church infighting and denominational struggles. Small views by often divisive people.
