uh... it looks like an in-ear monitor, an absolutely googleable term for a monitor system that allows him to not only hear himself, but a dedicated mix so that this phenomenal band can play as well as they obviously do. The click track, as you describe, is most often used when a band is playing to a backing track or has electronic instruments that have very rigid sync. (so not propagandhi) Take it from me, i'm a schooled recording engineer.
What's that electronic device Chris always has stuck in his ears? I saw them live and it's connected to a box in his back pocket. I thought at first it was part of a remote-guitar system but his guitar is wired directly to the amp. I can't figure out what it could be but he's always wearing it at shows.
