VCS is an awesome game with features unseen in other games,I assume you hadn't played that,or LCS.However,GTA feautured Liberty,Andreas and Vice,therefore the three appeared later,Andreas was once,while Vice was twice later,Liberty was in......6 games,and a mission in Saint Mark's Bistro in GTA SA.Therefore,they did do the same thing twice and more so it could only appear in Anywhere,USA of GTA2 or London,or maybe they'd feature a new city.

Anyways,It couldn't possibly be in Liberty because on the cover of the EFLC manual it has a drawing that says "Liberty City - It's Over! Next Stop...." and a ripped part revealing a map part or landscape.
