A lot of land in the territories is still owned by Jews, who bought it from Arabs.

If you read B'Tselem's "Under the Guise of Security," you'll see that Zufin settlement, which Leviev develops, is slated to expand by 11 times its size, on land belonging to the Palestinian village Jayyous. The path of the Separation Barrier was drawn to facilitate this expansion.
