It was more like 3 to 5 thousand and they held close to 300K civilians hostages in a very small area as the Sri Lanka troops were closing in on their leaders.

This is not true.

According to Article 1 of Protocol III of the Convention on Certain Conventional Weapons it is illegal to use White Phosphorus against civilians, and according to the Chemical Weapons Convention it is illegal to use WP with the intent of using the smoke to poison people. In all other uses it is legal to use against enemy targets.

Some branches of the US Military may have unofficial bans on it, but there are exceptions.
