Last sunday, there was a small, non-violent, protest against closing of sosial center called "Satama" in Helsinki, Finland. Two protestors were arrested. Couple hours later Finland won the ice hockey world championship and thousand of people went to the streets, broked trafficsigns, swimmed on the fountains, stoled flag of the Finland from the president's castle (our "White House") and pissed from the house roof. Nobody were arrested.

Keep in mind that, although a lot of the protests were peaceful, there were a bunch that were quite violent and as the video showed did a bit of damage to city property.

Also the cops were almost always outnumbered 50 or more to 1 and were working 12 hour shifts. The fact that they are using tear gas shouldn't be a shock.

Protesters knew that civil disobedience was breaking the law (it's in the definition) and most of them were prepared to be arrested.

To the peanut gallery commentators, I was there. I got shot in the back w/ a non-lethal "bean bag" gun and have the scars from it (and the other 4 shots) to this day.
