they offer one-day affordable packages to locals, and if you're lucky you could probably get a tour around when the place is quiet. the restaurant is open to locals but my guess is its not cheap.
I was there Feb. 2010 when it was still under construction. Haven't been back since. And I wouldn't be able to get anywhere near it anymore because locals aren't allowed anymore. I guess it's almost done. So only guests and employees are allowed.
