Parked there for an hour per day? Thats crazy. Do you live next to a park where there are alot of kids playing? The volume is set to high for the blowhorn hence the crappy sound. That van probably has a gas sucking v8 engine in it. Probably why the driver doesn't want to drive it much.

I remeber we had an icecreasm man neighbor who's van shorted out and 12:00-2am the van would suddenly start playing the creepy song all distorted and i had nightmares for weeks wish i could have vid taped it for u to see. lol man finnaly got a new van but even more annoying song
