@fierbabe sciencetoymaker has vids on how to make them. what heppens is there are tubes under the boat that are attached to a little chaber and u fill the tubes with water and then put a candle under it and the candle causes the water to turn into steam and push air out while the chamber expandes then the chamber comtracts bringing in fresh water and then the process is repeated. the poping sound comes from the expanding and constracting of the chamber.

It's a mini boiler inside it - the candle heats it, water in it boils and spurts out the back. The vacuum formed sucks more water in and the cycle repeats. The noise is the top of the boiler (a diaphragm) expanding and shrinking with each cycle. So now ya know!
