Yeah, there was a lot of controversey about the illustrations being too scary for children. And the same thing happened with the movie. They had to recreate the creatures and make them a little more human like with more emotions.

Once he legalizes foreign people, they become citizens... so what would make them differ from any other American citizen? This country was founded around the idea of immigration.
