"The Future of Downtown" - New Central Library & Downtown Development

Today is 4/21/11 and I wonder if the work is still going on or has it come to a standstill? I would not be surprised if this project takes 5+ years to complete. Is there a more current video? In 1988 I worked in a new 23 story building in downtown SF that cost 66 million, so I wonder why this building should cost so much more?
