I´ve seen something simular....but in the air....once upon a time when I was in Polen.....veyry strainghts...watching this.....like stars glimmer in a ring together....and than.... they fall like rain...and desapered.....I never forgot my travel to polen....very many special things..was happen to me..some of the places i travelled to......makes so much sorrow feelings in me....and i did´nt know why??

This happens when very thin ice breaks loose and spins due to water currents. The spinning scraped away sharp edges leaving it a perfect circle. Usually caused by eddy currents.

@IonicFox2nd Half of what you said was right. the ice doesn't break off, it is created while at the same time it is spinning. when it gets close to the rim of the side ice, then it starts scraping.
