its not a bug. it the hole meaning of the ridle. the meaning is""dont make restrictions that i dont put you '' the ridle is very specific.and only says that lines must not cross eachother. this is the ONLY restriction. if you want to put more....then you try to solve a different ridle. simple
The key to this problem was not the lines but technological advancement. For the only way to complete the puzzle was the creation of the computer and soon after the right click on the mouse button. Of course, the creator of the puzzle already knew this going into it.
actually, the bug is the fact that the person who programmed the game, failed to make it solvable. The solution is in lateral thought. The programmer made the error of having the thing buzz whenever you made a duplicate connection, and having it automatically end when the line reached a house/utility.
The solution is that the line is supposed to go through a house/utility to complete the last connection.

He's just messing with you. The supuzzle is a perfect example of a "forbidden graph" that cannot be planar by Kuratowski's theorem. (Feel free to google it.)
On the other hand, the game recognizes that as a win, so you have to wonder: is it "cheating" and unintended by the designer, who wanted to drive people crazy solving a puzzle with no solution? Or is this the intended solution, and the designer just wanted people to think "outside the box"?

solution A: Poor people can't afford any electricity gass or water.
