I'm not so sure Musharraf would have actually done it, but he implied it was an ok thing to do, knowing some radical would get carried away and go do it.
This is much like how a christian crusade would start, the Pope would "preach a crusade" not start one, ie openly discuss it and let it be known it needed doing, knowing some bunch of nutters would actually do something about it.

Good point. With the amount of military strength that Musharraf has in place, I see good reason to believe that one of his men was the sniper. Claiming it to be some "radical" is what the Pakistani and US government would love everyone to believe in order to prevent any real investigation from taking place. What you suggest would be an excellent tactic if Musharraf wanted to keep his hands clean.
