why Hitotoyo's songs always seems faster than Hiraiken's?

Basically, when you play Hitoto Yo's song at 80% of the original speed, it sounds like Hirai Ken singing. If you speed up Hirai Ken's song by an extra 20%, then it sounds like Hitoto Yo singing. That's why her songs always seem faster.
