On paper, the UNPROFOR had the right only to fire back at anyone who shoots at them, but in reality they often had to ask for permission to do so, and the permission was often denied. And besides, they would have no chance to fight off the Serb forces, they too would have been killed.

But what is the whole point of sending peacekeepers to an area, if they are unable to prevent the belligerents from killing civilians? That's why I'm so skeptic about NATO and UN, they always miss the main goal because of bureaucracy and f_cking around with authorization.

Don't be a fool. It was never in the UN mandate to shoot at any side. On paper, the UNPROFOR had the right only to fire back at anyone who shoots at them, but in reality they often had to ask for permission to do so, and the permission was often denied. And besides, they would have no chance to fight off the Serb forces, they too would have been killed.

But what is the whole point of sending peacekeepers to an area, if they are unable to prevent the belligerents from killing civilians? That's why I'm so skeptic about NATO and UN, they always miss the main goal because of bureaucracy and f_cking around with authorization.

Well, we've got to keep to things apart. NATO and UN is far from being the same thing. NATO is mostly US-lead and they have the authority and the ability to fight, to wage war, like in Afganistan. On the other hand, the UN are an obsolete institution. They've made themselves obsolete, because they stand for justice, but they can't do ANYTHING to uphold the justice or to bring or keep peace. All they do is feed some of the poor of the world and condemn war crimes and genocide. UN does nothing.

The Dutch were not a fighting force but a peacekeeping mission. They were outnumbered, underequipped, unsupported, with a shitty mandate and led by an indecisive, burocratic and weak commander, who made a teribble mistake because, just like most of his men, he did not understand the vigor of this war or the true character of men like Mladic. Apart from that he was under orders not to fight.
