Alot people know that they use STEROIDS and they are not being arrested for it. So, that is not the reason they keep silent about STEROIDS.

People that use steroids want everyone to keep "silent" about their steroid use. That way it looks like they did it all by themselves, like a natural athlete. They don't want us to say the word "steroids" because it humiliates them. It makes them feel like they have cheated (which they have).
