why would it be retarded? a holographic sight is much more precise than irons, and you don't always need a high-magnification scope for targets that are going to be close range; such as a boat that needs to be stopped that's 50m away.

you dont need high-powered scopes to hit something that's in close range, it just makes things HARDER to hit and target acquisition slower because of the higher-magnification to closer target mechanics. try looking at something moving through binoculars.

Secondly, the .50 caliber rifles were designed for anti-materiel sniping, not anti-personnel. one shot to the motor is better than the back of the "driver"
