However, I was unable to access a "Force Theme" field within my 'Settings'. I noticed the other fields that you have before that missing field (like max upload size, show activity report, show gradebook to students, etc ... @1:16). Have I switched something on or off?
BTW, I am using XAMPP.1.7.3 for mac Is that why? Also, my version does not show the 'Admin' section like yours. Instead, a small heading called 'Course Admin' appeared over 'Edit Settings' (which I chose).
It might be that it is a single install vs an install for our whole campus. The themes used in this video are custom themes that are programmed to allow the custom banners to work. Out of the box, though, Moodle has several theme options that you should be able to select. You can also affect the look and feel of these pretty easily by digging into the code a bit. If you don't have an admin section then there should be another location where you can change themes. Check their website?
Since Moodle is opensource, it is often different for each installation. This version was customized for our faculty and campus.
