The last guy is about 10 to 12 feet off the runway, hard to tell but i think these are RAF Jaguars.

most fences like that are between 6 to 8 feet high and he apears to be about 2 feet higher than the fence, but no he does not almost hit it, he is above the runway, not the fence.
