From a test nation to an associate however, you need to wait according to that associate's rules (i.e. Scotland 4 year waiting period). This is from cricinfo. Yeah, its good to see minnow teams get good players, like ten Doeschate. But I feel it's unfair how England get all Irelands good players, ie Eoin morgan and Ed Joyce.
It makes me wonder if Dirk Nannes is eligible to player for Australia? Cause it shouldnt matter if hes played for Holland given the Morgan and Joyce examples, but i find it hard to believe Aus havent picked him yet, at laest for a T20I.

He is but he has to wait for 4 years; anyone who represents one country has to stop representing his/her previous country AND play 4 years of domestic cricket in his/her new country in order to get ICC clearance to play for his/her new country (previous example of this...Gavin Hamilton one time English test cricketer now captain of Scotland).

He had not been picked for Australia as he had not come up through Academy's and things that the selectors love to see them do.
He has outbowled all Aussie quicks (barring Mitchell Johnson's last 12 months) over the last 2 seasons.
