I can refill the hpk 21 with 9ml the first time. After 3 or 5 times it can only hold 4ml of ink aprox. with this machines i can refill the cartridges more times and with almost the same amount of ink than the first time?

Hp 21 is a pigment cartridge, pigment particles remain in the cartridge everytime you fill it. Washing or replacing the sponge is your options.
