The first thing a construction superintendant should do is read and understand the geotechnical report and then verify that the tech that shows up at the site also understands the recommendations. The tech should be proactive in identifying and solving problems from the START of the job; more water here, more passes there, this doesn't pass, this does. Identify and agree on a process that works for everybody from the beginning. You'll save yourself from having to deal with soils engineer.
