It was spontaneous, with the exception of a very short term notice to the Bloomington police for obvious security reasons (within 30 minutes). I was in the booth behind the mayor, Mark Kruzan, so I know this is accurate. The excitement in the place was also spontaneous. Obama's biggest problem was getting out of Nick's and getting the bus off Kirkwood through the crowds in time to get to Terre Haute on time. The Bloomington police did a great job given Little 500 weekend.
