the cat isn't very intelligent. it don't what she is ... when I ask the dog to run after the cat, she do that !!

The dog is not sure what to make of this - the cat should be running away so the dog can chase, but the cat only wants the dog to groom it.

So the dog invites it to play by running away itself and stopping, expecting the cat to chase.

Then the cat is not sure what to make of the dog and thinks for a while before approaching again and inviting the dog to groom it.

Dogs and Cats speak different languages and have different priorities.
