Seems credible enough, but I have been coming to think that the 19 alleged hijackers, while aspiring to pull off some kind of ambitious attack, which they probably could not succeed at, were allowed to operate and draw scrutiny, while a more sophisticated "parallel" inside operation, with unlimited funding, proceeded unobstructed behind the smokescreen they created. Once the mission was accomplished, they disappeared into the fog, leaving behind the ghosts of the 19 Arabs to take all the blame.
