NASA was concerned about putting shuttle astronauts on-board because Mir had attitude control issues just recently, and the collision, if you look into it, really had some unsafe practice going on (turning off radar range finders, velocity and acceleration telemetry, etc.). It's not that they were Russian; it's that the collision was a major event.
@Ura293 that's true not to mention when USA launched Skylab it was broke when it first got into orbit.They had to fly a mission to fix it even then it didn't last to long.But Mir was in orbit for 15 years with those accidents towards the end of the program.Give credit where credit is due the Russians are good when it comes to working in space.

@Ura293 No kidding, Russia has cleanest safety record of any space going nation thus far considering the number of missions they have done.
