Yeah, I have the game recorded. This was Game 5 in the second round of the 1997 NBA Playoffs. The Bulls won this game and won the series against the Hawks 4 Games to 1. After Jordan waved his finger on Mutombo, he got a technical foul. As Camerontech said, Mutombo always waved his finger towards the crowd after blocking a shot, not at the opposing player.
