There's zero expectation of privacy in a public place. Period. Even if you were in a two party consent state for recordings, the consent is implied since the officer is in public.

Well, I don't know about where you are from, but here in the U.S. Speed cameras are paid for by the state government to a private company. The police department has no say in whether these cameras are set up or not. Police are simply obligated to uphold the law of speed enforcement. These laws having been put in place by the people who voted for them. It's simple, really...
