Ozone kills everything, up to how much in the system. When you put the ozone to the water, the ozone will trun to the air and the rest's not enough to kill fish or human. Ozone not make your fish stronger, just clean the water and make fish safe from disease.

My initial response is that it would also kill all the bacteria that process and break down the waste matter, which kind of defeats the purpose of a lagoon, unless you plan on dredging it constantly.
