You CAN do all these with Windows, but it's just so much more convenient and geared towards film/videogame -scores on a MAC with Garageband. You just need to pick your favorite DAW (Ableton Live, Cubase, FL Studio 9-10 etc. etc.), and buy some nice orchestral "synths"/soundfonts and effects for reverb, filter etc... Just a bit more difficult and time consuming compared to a sexy MAC :/
