Bansyoya states that that is just the process and that the true significance is so that the world never has to face another Network Crisis.
I'm surprised Kazumi's even in Link, considering he only appeared in GU+, which is considered noncanon. But I wonder why they put in Cubia from XXXX and not Kazumi?

Yeah, i thought it might be him too. Although, Jun looks a lot more like the shadowy figure (the haircut) so we could assume..?
