yeah It's definitely an opinion type thing, I really can't say who is better.I will say however that Lupe has a variety of different skills in Hip Hop unlike many other artists. 2pac was just really deep, he made songs that may have inspired songs like "intruder alert"(not saying he did), and also made good love songs, most people only know him for his gangsta songs.

Just like how they exposed Vietnam on tv and people didn't like it anymore. He wanted to expose the ghetto through videos so people could change. But Lupe does that same thing and more.
