ALL of the branches RIGHTLY possess powers to STRIKE-DOWN parts of the Constitution that are not supported by the the contents of the PREAMBLE. ALL three branches rightly possess the power STRIKE-DOWN any and all laws that do not have some part of the Constitution that justifies the creation of that law.
Constitutional Justification appears in USC Article 6.

Then, in the next paragraph you have the oaths for all branches and all of the levels of government to support the Constitution. You cannot support the Constitution while you enforce laws that are contrary to the Constitution.
Strike down is a bit much. There are procedures repeal the unconstitutional.
