The reason the costumes are in these cutscenes is because RE4 came out for the Gamecube originally and the Raccoon City PD Outfit was on the gamecube and they actually took the time to integrate it into the cutscenes. But when they ported it to the PS2 and added the Italian Suit they didn't bother to take the time to edit it into the cutscenes.

@rootbeerpants 1:06 those are some of the cutscenes that accepts whatever custom u wearing. most of the cutscenes don't change the customs, just the normal custom.
