6990 is 2Gb usable. That 4Gb crap is a marketing strategy. It's called mirroring. The 2Gb 6950 is one of the best bangs-per-buck for cards running at high-resolutions on the AMD side. GTA IV is a horribly ported game, it takes a VERY fast Quad to run it smoothly, while only requiring a GTS 450/5770 to run it with very decent settings at 1080p (I own a 5770 and 2Gb 6950, my Phenom II X4 is the weak link).
