the cop is lucky that there's some space on the left side. Here on german highways there's the crash barrier, so the cars standing there would have to create a free lane between the lane on the left side and the lane in the middle (on a highway with 3 lanes) or right lane (highway with 2 lanes), and all Police/Fire/EMS vehicles go between these lanes
the msp around here are a bunch of waterhead idiots.. their too busy takin innocent people to jail over stupid things instead of addressing the real problem in the area... drugs.. maybe their part of the drug ring... ya never know..

@stevesds83 The reason why they ticket other people and not go after the drug dealers is:
1) They know they can get the drug dealers anytime they wish.
2) They can save a life faster and more efficiently by stopping a reckless driver as they are almost guaranteed to hit someone most of the time.
