The Rake is obviously Slendy's dog that he happens to take on walks with him in the woods when he's looking for a few tasty children to eat/college kids to mess with. That theory that someone pitched earlier about jeff being split off and being slenderman is a good one. For example Slenderman didnt physically harm any of them besides the nosebleeds, he only played mind games with them just for fun, and he was always there with them. and when alex was being attacked by the rake slenderman stopped and the rake dissappeared for a while. And also in the video the suit he was wearing may also explain it.

Yeah, looking at it more closely I think they just sped up the footage/slowed it down to give it that "weird" effect with the movement.

As far as the Jersey Devil goes, I think it would look a bit out-of-place. I mean, if you look at the folklore, it'd be too...different. The Rake is a mysterious creature with no known origin (as far as I know), and Slenderman is just as mysterious. The Jersey Devil has an established origin and "facts", there's no real mystery behind it.
