If you looked or heard the comments I made,Thats not my dog. I wouldnt treat a dog that way. If she were mine she would be in the house with me,I dont trust folks around my dogs.

Your dog doesn't seem to have any water also that dog shouldn't be tried up like that. It should be lose than it won't bark. Its only barking cause the dog can't be with you.
