I've never played pedal steel in my life but i can't enough of how good it sounds, thus i want one! but i don't know how easily i'd take to using picks since i'm so used to playing fingerstyle guitar, so my question is; will i be able to get a decent sound with my fingers or are picks a necessity?
This is great for people wanting to learn. A Sabine Tuner is one of the best for a Steel they are cheap and accurate. If you want a book in addition to this Winnie Winston made a good one it is Old but good,I learned from it).It has tunings of course a lot of things in it are pretty old but it has a lot of good info,Us older players didn't have the help like this in our day, that book also had a record(REALLY OLD!:). New ones may be CD Look for Winnie Winston Pedal Steel book,Thank You!,
With no doubt the best pedal videos on the net. One thing i'd like to see is a tuning video with pedals and levers down/active. To tune the guitar to it self it would be much easier to no what strings to check with each other.
I would buy the best used pedal steel I could find and afford with the idea that I could always resell it later if I decided to quit or wanted a better one. Check craigslist, ebay, and the steel guitar forum.

is it better to have 10 or 12 strings?

I'd say start with ten strings for pedal steel.

The steel guitar without pedals can also be called a Hawaiian guitar. My lessons are for the pedal steel guitar.

you can play without finger picks......you should use a thumb pick.
