Norm was AMAZINGLY Canadian in this clip. I mean, he was not doing it for affect, he just couldn't help it. I can see someone bringing him to the attention of Lorne Michaels (himself Canadian, but knowing how unmarketable that albatross is around one's own neck), and him saying after Norm's reading for an SNL spot: 'Well, that's really fine. But, can you try it once more, bringing it south of the 47th parallel?'.
