I can understand why they named "Haruka" "Helga" for English verison. The name is the Engrish (broken English) saying of "Helga". Since the Japanese language does not have any "L's" in it, they use the sound of an "r" or a "ru" instead. However, I'm guessing the only way to pronounce Helga in broken English would be to continue Heru with a "ka", which if you say it aloud, it sounds like Helga.

The names of the Ape Escape manga are "Saru Get Chu" and "Saru Get Chu Ukiuki Daitsukusen". Ukiuki Daitsukusen is based off the games of the Ape Escape series, while the original manga itself is mostly based off Ape Escape 2, with some of the other games of the series.

Hmm...maybe I was counting blindly, I need to check again. The Ape Escape characters didn't dye their hair, it is plain natural, the way it is when they are born. The Japanese in real life is a different story, cuz in animes, the characters doesn't need to dye their hair black. We don't see Naruto dye.
