To tell you the truth, the song alone is, in my opinion is about growing up poor.

The video adds some to that by adding the fact that the only way these kids can make money (either for themselves or their family) is by playing for audiences in "the park" but if they are in school they miss money so they don't go. The truancy ofc chases them and gets hurt and it goes to court. But the court realizes their situation and drops the charges.

So that coupled with the fact that potheads naturally have the munchies (hence the changed "how does it feel when you got no food?") creates a strange retroactive potential meaning of the song, at least in the States, as still being about smoking pot despite all the changes.
