I never heard that "all cursive letters start at the base-line", so I think this theory is just made up to serve your aims. Cursive was the first script I was taught in school and it was not problematic at all - it's flow is so much more natural than "ball and stick" scripts kids are taught today. And written correctly, cursive scripts like Palmer or Business Script are (arguably) much nicer looking than most "printed" scripts.

Hey Kate! Nice video....really helpful, especially when i need a handwriting improvement for my SATs! I've realised that when writing cursive....the EXTRA strokes actually take MORE time! Wow! Post more videos please!
