He said 15 times the BB is a SHORT stack, not a big stack. Everyone's definition of being short stacked is different, mine is around the same as Phil's. If the minimum buy in is 20x BB, this is why its the MINIMUM, you wouldn't be wise to buy in with the minimum, you will get blinded out and be forced to play as if you are short stacked fairly quickly into sitting at the table.

didnt hear the 20% comment, but you are wrong, you dont want to see a flop, with say AJ, miss flop, then have to fold...you want to take down the pot preflop, or get it all in preflop if on the short stack

If you are short stacked and see more flops than you should you will end up having to go all in AFTER the flop with a marginal hand. Of course you can always get lucky and hit the flop and then double or triple up, but its a losers way to play.
