It is actually a Caribbean Flamingo. He is now pink like all the rest of his buddies, so it is hard to tell him apart unless you can read the color bands around his feet, that is if he stays still long enough.
He is, well, they are quite loud when they are young and I think they do sound like puppies in a way.

They are white like this naturally, they get the pink color from eating krill, otherwise they would all be white Flamingos
